    After some political wrangling, the state legislature acquiesced to the will of the majority of the Marion County delegation and approved the Unigov bill in the winter of 1969. The legislation applied to ANY city in Indiana that had a population of 250,000 or more. The population threshold has been subsequently raised to 600,000 to prevent other cities from consolidating.
